The stitches/ skills you will need to know and KEY:

Chain (ch)

Single crochet (sc)
-
Decrease (dec) sc two stitches together

Weave ends and finish off.
CROCHET PATTERN
Row 1: with two strands of yarn on a 6.5mm hook, chain 15, sc in the second chain from the hook, sc across the rest of the chain (14 sc)
Row 2: sc across (14 sc)
Row 3: dec, sc in the next 10 sc, dec (12 sts)
Row 4-5: sc across (12 sc)
Row 6: dec, sc in the next 8 sc, dec (10 sts)
Row 7-8: sc across (10 sc)
Row 9: dec, sc in the next 6 sc, dec (8 sts)
Row 10-11: sc across (8 sc)
Row 12: dec, sc in the next 4 sc, dec (6 sts)
Row 13-14: sc across (6 sc)
Row 15: dec, sc in the next 2 sc, dec (4 sts)
Row 16: sc cross (4 sc)
Row 17: dec, dec (2 sts)
Row 18: sc across (2 sc)
Row 19: dec the last two stitches together. Finish off and weave ends.
Top of pennant: In another color, two strands and 6.5mm hook, chain 15, sc in the second chain from the hook, sc across. (14 sc)
Finish off and weave ends.
Pennant ties: With two strands on a 6.5mm hook, chain 6, sc in the second chain from the hook, sc across (5 sc)
Repeat this 3 more times until you have four ties.
Hot glue the top of the pennant to the pennant and then glue the ties behind the piece in angles.
Use the Handy Kitty pattern to make you letters. That you will need a 5mm hook for!
